Help needed asap, Neighbour problems !!!?

Hi there please could you give me some advice asap, 6 months ago I was given a council property, When i realised where it was i wasnt pleased as i new there was a nightmare neighbour living there who over the years had made other tenants lifes hell, she previously has had eviction notices but as managed to have them over turned , Over the ten years she has been in the street not one of the neighbours in the cul de sac hasnt complained about her, i expressed my consern to my housing manager but she told me i had to take the property or i would be at the bottom of the list, So i moved in and sure enough the problems began , she complained about my children who are 2 and 4, my dog, me talking to the neighbours before school time in the morning and keeping her awake!! Shes tryed to get me evicted its been a living hell, So my housing officer went round all the neighbours in the street and asked them all if me or my children where a problem, not one person said we were they all said it was her so my housing officer told the neighbour of all this, my soliciter sent her a letter and advised her to leave me alone, things did seem to calm down and i was happy with that , then all of a sudden its started again, complaints about my kids again, and weve done nothing wrong, so back to the soliciters i went another nasty letter went out to her, i even went to all the neighbours myself and got hand writtin letters of them myself saying that were not a problem and gave them to the council and still nothing had been done to move this lady !!!! What is the next step and what should i do next? Shes even phoned the social services on me and told them im a bad mother, they didnt even take the phone call seriously as they new it was rubbish as my kids are my life .I feel like no ones taking me seriously, im near a breakdown, What do i do , thanks
