Can you write new lyrics for clical instrumental works?

Are you free to write new lyrics for clical instrumental works by such dead composers like Mozart or Bach? I mean, since their copyright has expired, you can perform their works for free. But are you allowed to write new lyrics to transform some of their works into a new song?
