Being that our unemployment stats in this country are based on unemployment applications, how can we?

accurately calculate what the real unemployment numbers are.. in my civics cl we did research over a period of 2 years 2004-2006 and found that roughly 70% up to 84% of unemployed are not tallied in these numbers?... so isn't the notion that unemployment is at an all time low misleading?
