There's this really freaky kid next door. How do i get him to stop coming over?

this kid is really freaky. he's like 12 and whenever my bro plays with him he get hurt. or like i'll be riding my bike with my bro and he'll randomly come over to us and will hurt me. he threw a basketball at me, a hockey puck, a rock, tripped me, and pinched me really hard. i am kinda scared of him now. my parents don't want to be mean to him so they can''t help. what should i do about this kid?
