Why CoD4!?

I have CoD4 for PS3. My internet detection is 95% on PS3 status connection. When I play CoD4 online, it shows 1 bar out of 4! Whats the problem and what can I do to fix it & play CoD4 without lag? Please help this damsel in distress.?
