Why is desmond howard labled an nfl bust?

the redskins drafted desmond as a wr. he was'nt a great wr at michigan. but the kid had blazing speed and not to mention,a heisman under his belt. when the packers aquired him, someone with a brain decided to use desmond's gifted ability on special teams. the packers won a ring and desmond was selected m.v.p. of the superbowl. can someone out there help me with this?
