Why does Florida keep messing up when it comes to voting?!?!?!?

the democratic delegates are all messed up... why??? every state can vote, but florida... now i live in florida and i know that people know how to vote... is it because that the govenor is republican and the senetor and they are behind mccaine i don't know??? what are other peoples thoughts?? i'm really curious...
