My puppy is biting and will not stop any idea how to stop him?

My Boxer puppy is 11 weeks old and he play bites but he gets abit rough and starts hurting i have tryed everything from puting a toy in his mouth to stop him and saying "ouch" but nothing is working ive even gone out of the room but then he starts to bite everything else he is also biting shoes and trousers, even when you tell him off he thinks u are playing with him and just does it more. I just dont know wot to do with him, he has all so started to hump his teddy not sure if he should be oing this as he is 11 weeks old ?. All so if any one has any tips on how to get him in his crate, im having to put him in there when he is a sleep which works but he hates being in there and screams the house down to come out and if u dont let him out he pee's in his bed he hate being on hes own but i have to leave him sometime to go out as we all do.
